Mr. Guillaume Lebrun identifies opportunities to improve connectivity worldwide through cooperation with governments and partners. I design spectrum regulations enabling innovative products such as Augmented Reality Virtual Reality and WiFi6. I promote spectrum sharing to increase spectrum usage and allow faster access to the spectrum.

He is presently working as Senior Deputy Wireless Advisor in the Satellite Division of Wireless Planning and Coordination Wing in the Department of Telecommunication, Government of India. He has 25 years of experience in spectrum management and has worked in almost every domain of Spectrum Management including wireless monitoring. He is a Graduate Engineer in Electronics and Telecommunications Engineering and also holds a Post-Graduate Diploma in Public Policy Management. He has relentlessly worked to bring Government closer to the people. Mr. Pattanaik was instrumental in leading a team to develop the necessary spectrum planning and Pan-India frequency deployment plan for private FM Broadcast expansion in 2015. Currently, Mr. Pattanaik is the Co-Chair of APG-23 Study Group 4 on Satellite Related issues, and vice chair of ITU Study Group 3.

Michael Kraemer is the Chairman of the spectrum working group of ITU-R WP5D as well as chairman of sharing studies at WP5A. At Intel, he is responsible for European Spectrum Strategy in Intel' Technology Advocacy and Spectrum Strategy group (TASS), where he oversees Intel' technical regulatory activities on spectrum strategy in Europe on matters relevant to Intel' wireless products. He works closely with Intel' global public policy team to implement Intel' spectrum strategy in CEPT and ITU-R, with specific focus on 5G, through engagement with industry and regulators to ensure timely and adequate availability of spectrum resources in support of Intel product plans. As part of his participation in these regulatory activities he chairs various working groups within CEPT and ITU-R that focus on technical regulatory conditions for the key spectrum bands for 5G. Before joining Intel, Michael has worked at German mobile network operator E-Plus (now Telefonica) mainly in the CTO Office on spectrum management issues, developing the operators spectrum strategy in coordination with the corporate regulatory team to shape the technical regulatory framework in Europe and internationally, working closely with regulators and representatives from the mobile industry. He holds a Master' Degree in Telecommunications Engineering from University of Duisburg, Germany.

Shri Sanjeev Agrawal, Member (Technology) of the Department of Telecommunications is an ITS officer of 1984 batch. He joined the Department in 1986. He is responsible for implementation part of DoT policies in the field. Before joining as Member (Technology), he had worked as OSD to Member (Technology) and Sr. DDG in UP West LSA, Meerat. He had active role in procurement of first 100G optical transport network of BSNL. He had also planned MPLSTP based network for the country for BSNL, besides planning and procurement of other transmission related equipment and optical fiber. He was involved in maintenance of long distance network as CGM NTR BSNL. He has worked in many fields of telecommunications like installation of electronic exchanges, operation and maintenance of electronic exchanges.

Rajaraman has assumed the charge of Secretary, Department of Telecommunications, Government of India, vice Shri Anshu Prakash, IAS (UT:86) consequent upon his superannuation on 30th September, 2021. He is an inventor of a couple of driver circuits for diode-based circuits that are applied for international patents and has authored dozen of publications in international journals. Dr. Bera is a fellow of IETE and a member of IEEE.

Bashir Patel is Inmarsat’s Regional Advisor for the South Asia, Middle East and Africa (SAMEA) region. He is widely recognized as a highly experienced executive in ICT, satellite systems and defence aerospace. Steve is an industry veteran having worked in the Wi-Fi ecosystem since 2003. In his current role at WBA, he is responsible for driving industry engagements with all types of organizations. These organizations include regulators, industry alliances, cities, enterprises, and really any type of organizations that are stakeholders in Wi-Fi. Steve also heads up the WBA Membership team and is tasked with growing and developing the WBA membership ecosystem so it broadens its appeal to more industry partners. Shri V.J. Christopher has worked in WMO since 1991. He has worked at different Monitoring Stations, Satellite Monitoring Station, Jalna and Regional Headquarters, Mumbai. In 2006 was posted to WPC. Worked in different divisions in licensing. In 2018 promoted as JWA and posted at RLO Mumbai. In November 2022 was promoted as Wireless Adviser. Jitendra Singh is working with Qualcomm since 2009. His responsibilities include interfacing with regulatory and policy making agencies in the region on behalf of Qualcomm. Jitendra has more than 30 years of experience in the field of communications management. Prior to his appointment at Qualcomm he served in the government. He has been actively involved in National Working Groups of the ITU-R in India and has been a key contributor in all the Standards related activities of the industry. This includes the advocacy and planning of identification of additional spectrum for IMT and mobile broadband at various forums – National as well as Global. Dr. Sendil Kumar Devar is currently responsible for leading standardization and spectrum engagements in India. At Ericsson, he is focused on future spectrum that are subject of the World Radio Conference and support for technical studies. He was awarded Ph.D. in Electrical Engineering with specialization in Wireless Communication from Indian Institute of Technology, Madras., Prior to Ericsson, he worked with research organizations including Samsung R&D, Centre of Excellence of Wireless Technology and Telecom Centre of Excellence. He had contributed to standardization development in both 3GPP2 and 3GPP for HRPD, HSDPA, LTE. He also has a career stint as a mentor in a patent service organization dealing with patents for 4G standards and high-tech industries.

Punit Rathod (Member, IEEE) received the Ph.D. degree from the Indian Institute of Technology Bombay, India. He has more than 15 years of wireless research and development experience. He has a diverse experience of working as an academic researcher and a co-founder of a startup with deployed equipment in public-safety agencies in India and multinational companies. He has contributed to national and international standardization efforts at 3GPP, IEEE, and ITUR. His recent work has been focused on spectrum and standardization as a Lead-Technical Standards with Qualcomm Standards and Industry Organization.

Mr. Bharat Bhatia has over 45 years of experience in Telecom and ICT policy, regulations and spectrum management.He is the President of ITU-APT Foundation of India and Vice Chairman of the World Wireless Research Forum (WWRF) for the Asia Pacific. Mr. Bhatia also chairs the PPDR working groups under ITU and APT. Earlier he was also the President of TEMA – India’s Telecom Equipment Manufacturers Association and Vice President of ATIS -Association of Telecom Industries of Singapore. Mr. Bhatia was earlier heading the international spectrum team of Motorola Solutions Inc. where he worked for over 20 years. Prior to that, he was a senior regulator with the Indian Government for 22 years as a spectrum regulator and Telecom policy specialist and was actively involved in opening of the Indian telecom to the private sector, including the licensing of first ever GSM metro cellular in India through a beauty contest in 1992. He was also a key architect of India’s first ever National Frequency Allocation Plan (NFAP) in 1981 and the first ever published NFAP in 2000. Mr. Bhatia actively participates in various ITU and APT meetings and has attended all World Radio Conferences during the last 20 years.He was the key originator of ITU World Radio Conference Resolutions on PPDR, which were adopted at WRC-2003 and WRC-2015.Mr. Bharat Bhatia holds a B. E. degree from University of Delhi in Electronics and Telecommunications and is a fellow member of IETE, the Institution of Electronics & Telecommunications Engineers. He did his Foundational Course from Lal Bahadur Shastri National Academy of Administration in 1976.
